The purpose of this Request for Proposals (RFP) is to solicit proposals from 
qualified Bidders that will lead to the selection of a Contractor and possibly a 
team of subcontractors that can provide a comprehensive cost-benefit analysis of 
electric generation technologies related to the SGIP.  

The successful Bidder will be expected to (1) develop a cost-benefit framework 
analysis of electric generation technologies, including renewable and clean-fueled 
technologies that are, or could be included, in the SGIP; (2) develop a 
user-friendly cost-benefit model that can be used by Energy Commission staff to 
evaluate various technologies, as well as replicate results in the report; (3) 
provide scenarios of cost-benefit evaluations based on staff-recommended inputs; and 
(4) produce a report for the Energy Commission for submission to the State 
Legislature and the Governor on or before November 1, 2008.  This report will also 
be used to provide input for the Energy Commission’s 2008 IEPR.
