LA Community Colleges Transform Campuses with Green Building & Energy Curriculum

Education Leads Green Building in Los Angeles College District

In 2007, the Los Angeles Community College District (LACCD) undertook the largest public sector sustainable building effort in the United States, funded by its Proposition A/AA Bond Program. The Bond Program provides more than $2.2 billion for new construction and modernization projects for the nine Los Angeles Community Colleges.

Green Building Program

As directed by the District's Board of Trustees, all new buildings that are at least half funded with Proposition A/AA Bond monies will be 'green' buildings, built to LEED TM certification standards.

Sustainable Development Curriculum with Solar Energy

As part of its commitment to energy education, the LACCD is creating a sustainable development curriculum that integrates classes, green building education and certificates along with displays such as learning solar station kiosks on each college campus.

A major feature of the LACCD's green building program is its 9 Megawatt Solar Energy Plan, which calls for the installation of enough photovoltaic (solar) panels on site at each of its nine colleges to produce at least one megawatt of electricity, enough to meet all daytime electricity needs. Future plans call for using excess electrical energy to convert water into oxygen and hydrogen, and to use the hydrogen in the evening to power fuel cells for electricity on each campus.

Vendor BidNet Opportunities for LACCD Construction Projects

The LACCD is utilizing a Vendor Notification System called “The Network” or “BidNet”. This system allows the LACCD to automatically notify vendors of any new bid opportunities that match the vendor’s profile. There are no fees or charges. Vendors must register and may pinpoint the solicitation they are interested in by selecting product and service codes that define their line of business.

The Business Outreach Program is designed to promote community economic development through Proposition A/AA Bond Program and, to seek the maximum possible participation by Local, Small, Emerging and Disabled-Veteran owned (L/S/E/DV) businesses. LACCD Proposition A/AA Community Economic Development Program welcomes businesses to participate in its $2.2 billion bond program. General contractors and sub-contractors looking to participate in the work can obtain construction and/or estimating training by contacting Donetta Pickett at (213) 590-0499.

To be considered responsive, a bid must include a good faith effort to meet the following criteria:

  • At least 28% of the total bid being performed by L/S/E/DV businesses
  • CEDP forms OR-0140 & OR-0150 within 14 days

A Mentoring Program is designed to assist Local/Small/Emerging Businesses to improve their business skills and likelihood of success while participating in the District's facilities program. The District is offering the following growth opportunities:

Contractors can view and order complete sets of bid documents online. No user name or password is needed to enter the Los Angeles Community College public plan room.
