CPUC Approves Low-Income Solar Program for Single-Family Homes

solar thin film photovoltaic tfpv pv Nov, 2007 -- Nearly 7,000 low-income California households could receive free or highly subsidized solar photovoltaic systems under a $108 million program approved on November 16 by the state Public Utilities Commission (CPUC). Incentives in the program range from $4.75 to $7.00 per watt — much more generous than rebates offered under the general market California Solar Initiative, which began at $2.50 per watt — and won’t decline as the number of megawatts installed grows. Under the plan, approximately 5,000 qualifying households (owner-occupied, single-family homes) will receive subsidies to cover 50% to 75% of the cost of rooftop PV systems.

The program manager will help the households find loans and grants to cover the remaining cost of the systems. An estimated 1,800 of the state’s lowest-income families — homeowners with incomes up to 50% of the area median income — will receive fully subsidized 1-kilowatt PV systems.

Just as important, the CPUC is ensuring that the households see lower energy bills even before solar is installed by coupling PV installations with retrofits through the PUC’s Low-Income Energy Efficiency program.
