Onboard Diagnostics Requirements for 2010 Engines for Vehicles Over 14,000 Pounds

The EPA granted California a waiver allowing state environmental regulators to implement stringent new vehicle and engine Onboard Diagnostics requirements for 2010 engines and beyond.

Robert Meyers, EPAs’ principal deputy assistant administrator for air and radiation, announced Sept. 8 that OBD requirements approved by the California Air Resources Board (CARB) in 2005 would NOT "be less protective of public health and welfare than applicable federal standards."

His decision could affect not only persons in California but out-of-state manufacturers who supply commercial trucks and engines for sale in California. The rule affects commercial vehicles 14,000 pounds and heavier.

The CARB regulations require that OBD systems monitor for engine misfires and emissions related in various systems including fuel, catalyst, turbocharger, exhaust gas recirculation, particulate matter filter, cooling and variable timing and control.

A concern among commercial vehicle industry executives is that other states would copy California’s standards, and in doing so create a patchwork of differing state greenhouse gas regulations.

Part of the conflict arose out of the commitment in 2007 by the US EPA to propose its own OBD requirement -- but the EPA has not completed its final OBD rule.
