Savings By Design for Architects and Building Owners

Architects and building owners make thousands of decisions when planning new facilities. SAVINGS BY DESIGN offers services and incentives to help these decision makers raise energy performance to a top priority.

Efficiency Incentives for Building Owners

Financial incentives are available to owners when the efficiency of the new building exceeds the minimum Savings By Design thresholds, generally 10% better than Title 24 standards. These incentives encourage owners to make energy efficiency a major goal in their new buildings, and help to defray some of the costs of energy efficient building components. Owner incentives are determined in different ways, depending on whether the Whole Building or the Systems Approach is used.

Systems Approach for New Building Efficiency

The Systems Approach is a simplified method to optimize efficiency choices. It is straightforward and the design team may find it more appropriate for their project.

Using a simplified energy simulation modeling tool, your New Construction Representative can help your team identify system options and quickly estimate the associated potential savings. At the same time, the Representative can identify which systems qualify for potential owner incentives.

Typical systems include:

  • Daylighting Systems
  • Interior Lighting Systems
  • Heating, Ventilation, and Air Conditioning Systems
  • Service Hot Water Systems
  • Other Systems

Whole Building Approach for Building Incentives

Any nonresidential new construction or major renovation project with interacting building loads that is located within the service area of a participating utility is eligible for Whole Building Approach design assistance and/or analysis.

Under the Whole Building Approach, the overall efficiency of the building is evaluated using a computer simulation analysis. If the building is at least 10% better than the baseline, then incentives are available.

Systems Approach for Building Incentives

Under the Systems Approach, your New Construction Representative calculates energy savings and incentives system-by-system, based on the quantity and efficiency of qualifying components. Owner incentives under the Systems Approach are based on annualized kWh and therm savings, and may not exceed 50% of the incremental cost of energy efficiency enhancements.

Design Team Incentives

SAVINGS BY DESIGN also offers financial incentives to design teams. These incentives can provide a substantial value to the project.

To qualify for design team incentives, the team uses the Whole Building Approach and a computer simulation model to optimize their design. The model calculates the energy savings of the building compared to the Title 24 baseline. The design team qualifies for incentives when the building design saves at least 15%. The maximum incentive per project is $50,000.

The design team incentive is calculated at 1/3 the rate of the owner’s incentive. Design team incentives are paid directly to the design team, and are in addition to the incentives the owner receives.

The Savings by Design program is funded by California utility customers and administered by Pacific Gas and Electric Company, San Diego Gas and Electric, Southern California Edison Company, Southern California Gas Company and the Sacramento Municipal Utility District.
