SunPower has its origins in a professor's better idea. Fifteen years later...it had 40 employees. Then came a compliance / incentive boost by the state of California and SunPower now has 300 employees in Northern California and 2,000 around the globe.

Renewable Energy Compliance and Incentives

The green jobs movement is getting another boost on the national level. Legislation is now moving through the House and Senate that would require at least 20 percent of the nation's energy to come from renewable sources such as wind and solar power by 2020.

If the bill (H.R. 969) passes it would establish a national energy trading market so states could swap "renewable electricity credits", explained Cliff Chen, energy analyst with the Union of Concerned Scientists, a California activist group.

Union of Concerned Scientists Reports on Renewable Energy Market

This group of scientists have released a report that predicts that the new legislation could not only provide 20 percent renewable energy for the nation, but give states more flexibility by allowing them to comply by trading with states that have a surplus. The compliance legislation could also energize the economy by creating new jobs and reducing greenhouse gas emissions. They predict that the renewable energy field could lead to 16,000 new jobs in California and add as much as $15 million in new capital investments, according to their report.

The renewable energy field is generally more labor-intensive than traditional energy and that translates into new jobs to manufacture, install and maintain renewable energy equipment.

SunPower is an example of how policy spurs investment in technology to create jobs.

Renewable Energy for Cities, Counties and Public Agencies

Renewable energy can also generate revenue for cities and public agencies by making it feasible for them to invest in local, renewable energy capacity. By installing windpower, solar power, geothermal or biodiesel capabilities, government and public agencies can reduce their own reliance on traditional energy sources while potentially tapping into the "renewable electricity credits" market.

Local landfills are already a source of methane harvesting, and could be expanded to other urban mining processes as the technologies become more viable with the added marketability and incentive programs.
