Solid Waste Integrated Resources Plan, known as "SWIRP"

The Solid Waste Integrated Resources Plan, known as "SWIRP" is seeking input from stakeholders representing a broad section of the community from diverse cultural backgrounds and will result in a 20-year master plan for the City's solid waste and recycling programs.

The SWIRP will outline the City's objectives to provide sustainability, resource conservation, source reduction, recycling, renewable energy, maximum material recovery, public health and environmental protection for solid waste management planning, leading Los Angeles towards being a "zero waste" city.

Zero Waste for Municipal Residents, Businesses and Infrastructure

Achieving zero waste will require radical changes in three areas:
  • product creation (manufacturing and packaging),
  • product use (use of sustainable/recyclable products),
  • and product disposal (resource recovery or landfilling).
Change in these areas will impact how we live, work and interact with the environment.

Stakeholders will be instrumental in guiding ths visionary twenty year solid waste management plan.

Los Angeles Department of Public Works Responsibilities

The Department of Public Works, the City's third largest Department, is responsible for construction, renovation, and the operation of City facilities and infrastructure. The Department builds the City streets, installs its sewers, constructs storm drains as well as public buildings and service facilities.

The Department is comprised of a staff of over 5500 employess who design and execute public projects from sidewalks and bridges to wastewater treatment plants and libraries. Throughout its history, the Department of Public Works has been responsible for construction, renovation and improvement programs involving such projects as the Los Angeles International Airport, City Hall, Hyperion and Tillman Treatment Plants, Hyperion and North Spring Street Bridges, plus hundreds of major public facilities and systems throughout the City of Los Angeles.
