California's Regional Collaboratives (RCs) have been at the cutting edge of innovation in the field of Regional Quality of Life Indicators. Each year, several of the RCs release reports and mobilize leaders and citizens to take action around initiatives to improve their regions.

California stands at a historic threshold – with 3.5 million new residents since 2000, a population nearing 38 million, and projections for continued growth and diversity which will dramatically shape the future of our regions and our state. The question is not whether we will grow but how and where we will grow, and what the impacts will be on our long-term prosperity and quality of life. What kind of future do we want, what do we need to do collectively to attain that reality, and how do we measure our progress toward achieving our goals?

The focus is of this report on the regions because they are the building blocks of the State – the scale at which the economy, transportation, labor market and natural systems function. Regions compete with other regions in the global economy, and all of our regions must have the capacity to do so. The regions are where collective solutions for our future can be created, and this is the genesis of "regional blueprint planning."

California Center for Regional Leadership

California Center for Regional Leadership releases "California Regional Progress Report - One State, Many Regions, Our Future", the first comprehensive statewide region-based indicator report. This report provides a baseline for how California's regions are doing across a range of integrated quality of life measures, within the framework of the desired goals and outcomes of the innovative California Regional Blueprint Planning Program. This collaborative project was sponsored by the California Association of Councils of Government (CALCOG) and member agencies, with support provided by Caltrans and the Morgan Family Foundation, in partnership with UC-Davis.

The Regional Progress Report includes thirteen overall indicators with twenty-seven total progress measures, along the dimensions of place (the natural and built environment), prosperity (employment, incomes and innovation) and people (educational status, health status and public safety).

Regional Blueprint for Community Planning

Indicators address the overall goals of the Regional Blueprint programs, progress toward the region's own vision for future transportation and land use, and statewide performance measures toward statewide transportation and housing goals. As we look ahead, we see that regional planning and benchmarking will become even more important as regions devise their strategies for achieving climate change goals and investing the recent voter-approved $42.7 billion in infrastructure bonds.

The Report is intended not as an evaluation of specific policies or planning efforts, but rather a recognition that Californians are coming together across the State and working in new ways to improve the quality of life of their regions. This process is occurring through “regional blueprint planning,” a new and innovative mechanism that moves beyond “business as usual” as we plan for our future to address the challenges and opportunities of growth.
