The Rule for On-Road Heavy-Duty Diesel-Fueled Public and Utility Fleets is one of the California Air Resources Board's efforts to reduce both criteria pollutant emissions and exposure to toxic air contaminants. The rule mandates Public Agency and utility vehicle owners reduce diesel PM emissions from their affected vehicles through the application of Best Available Control Technology or BACT on these vehicles by specified implementation dates. Implementation is phased-in by engine model year groups.

Vehicle Proper Retirement of Public Agency and Utility Vehicles.

The Air Resources Board has developed documents for municipalities and utilities to insure the proper "retirement" of a vehicle.

Retirement means The withdrawl of an engine or vehicle subject to this rule from the municipality or utility fleet in California; the engine may be sold outside of California, scrapped, converted for use in a low-usage vehicle or low-population county low-usage vehicle. Retirement or retire also means the transfer of an engine or vehicle...to another person or entity in California.

Simply stated, if an agency "retires" a vehicle it must meet one of the following:

  • be sold, registered and operated out-of-state,
  • scrapped,
  • used as a low-usage or low-population county low-usage vehicle, or
  • sold in-state WITH BACT (best available control technology) installed.

Fleet Rule for Public Agencies and Utilities - TRAINING Sept / Oct

Public Agency and Utility Training Seminars. The Fleet Rule for Public Agencies and Utilities became effective January 5, 2007, which requires municipalities and utilities to apply best available control technology to diesel heavy-duty vehicles in their fleet. To assist municipalities and utilities with their compliance efforts, the Air Resources Board will present two (2) "training seminars" during the months of September and October. These seminars are designed to provide an opportunity for municipalities and utilities to learn about the regulation and to learn about types of devices and strategies available to assist with compliance.

California Heavy-Duty Diesel Vehicle and Engine Labeling Requirements. Revised Enforcement Advisory Number 354 is now available. Owners/operators of on-road heavy-duty diesel vehicles should be aware of the engine, vehicle, and verified diesel emission control strategies, labeling requirements of the Air Resources Board's programs and regulations.
